School Board Member on Both Sides of Leveling

Baldwin said he has asked for clarification about mixing students of different abilities in the same classes.

Baldwin said he doesn’t think that’s a good idea. He wants the schools to improve instruction, so students can compete with other districts and win admission to top colleges.

“We don’t want to halt anyone’s academic career,” he said.

Baldwin said a committee drew up the strategic plan draft. The School Board will discuss the plan at an upcoming meeting.

Baldwin neglected to say he was a member of the committee that drew up the strategic draft plan.

The Timberlane Strategic Planning Committee has released a draft of their Plan for 2009 – 2014 and they are not planning to educate our kids.  Read the draft and post your comments to their survey.  There are no plans to spend more time teaching, no plans to remove televisions from the classroom, no plans to assure teachers are teaching the right things, and no plans to ensure they teach well.  Instead, they propose we…

HDTV

I bought a HDTV this year.  It wasn’t the first year I shopped for one.  I’ve been interested in HDTV for about five years.  Finally, in 2008, price, quality, and programming synergized into value.

If you are still shopping for a big tv, here is some information I found helpful in making my decision.

Danville BOS Meeting 01/19/09

This meeting was convened with appropriate department heads to discuss the recent ice storm.  This is the first time that the emergency plan was implemented.  The purpose of the discussion was to find out what went well and what should be done differently if there is another emergency.

Selectman Moore moved and Selectman Luna seconded a motion to change the polling hours for the next town meeting to 8am – 7pm.  The motion passed unanimously.

There was a discussion of the board’s decision in August to include a 3.5% cost of living adjustment in the town’s  2009 salary matrix in light of the recent downturn in the economy.  Selectman Moore calculated that this accounts for approximately $33,300 in the 2009 budget. It was suggested that the COLA be removed and that we go to 0% salary matrix increase for 2009. Selectman Pouliot stated that this conversation should have taken place at the beginning of the budget process. Selectman Luna agreed, but would be in favor of removing the COLA raise in the default budget. The board felt that this was a reasonable compromise. Selectman Moore stated that removal of the 3 ½% COLA from the default budget will reduce that budget by approximately $32,758. The new default budget amount will be approximately $2,415,737.  Selectman Moore agreed to review the numbers and develop the actual default budget amount.

Selectman Luna moved and Selectman Pouliot seconded a motion to remove the cost of living adjustment from the default budget.  The motion passed unanimously.

There was a discussion of the recent decision to cancel the contract with AMR and to switch to Trinity Ambulance for providing ambulance service to the town of Danville.  The town has received a contract negotiated by Plaistow on behalf of the member towns. Selectman Luna has read the entire contract and expressed his opinion that it looks good to him.  As this contract has been reviewed by LGC and the Town of Plaistow’s legal counsel, the decision was made to not send it to our town counsel for review.  The Fire Chiefs will be contacted to find out if the prior contract with AMR has been terminated and to be sure the town has a copy of that letter in its files. The board will table the signing the new contract until next meeting to allow all board members to review.

Danville BOS Meeting 01/12/09

There will be a job opening at town hall.

Patti Sarcione has resigned as the Town Bookkeeper but will remain to finish out fiscal year 2008.  Selectman Pouliot recommended she give her opinion on what credentials would be necessary to do her present job and the number of hours it would require.  A draft of the prerequisites will be available for the Board’s review 1/26/09 meeting.  Selectman Moore requested the job opening be advertised and that Carol Coppola/MRI be contacted for her recommendations as well.  It was stated that a resident from Town with the appropriate background would be a preferable candidate.

There was discussion before the Board to amend the default budget to include the critical issue of replacement of the Fire Department furnace.  Leon Buzzell Facilities Manager assessed the current situation and obtained a proposal for repair/replacement from Lester Buttery of Stratham.

Selectman Pouliot moved and Selectman Luna seconded a motion to increase Government Buildings Budget line item #4194 gb430 repair/maintenance in the default budget by $4,200 to cover the furnace replacement.   The motion passed unanimously.

Selectman Moore moved and Selectman Luna seconded a motion to amend the Default Budget bottom line from $2,444,295  to $2,448,495.00.  The motion passed unanimously.

Selectman Moore moved and Selectman Luna seconded a motion to approve Version 13 with updates to #17, #20 and #21 of the Warrant Articles.  The motion passed unanimously.

Selectman Moore is working on the mailer of Warrant Articles to be available at Town Meeting for residents.  Selectman Luna recommended that these be mailed after discussion and review with any changes implemented after Deliberative Session.

Selectman Moore moved and Selectman Giordano seconded a motion to amend the minutes of 12/29/08 from “to encumber $1310 from budget 4150.20 Auditing contract line fa-304-GASB-34” to motion to encumber $4,990.00 from budget #4150.20 Auditing Contract line fa-304-GASB-34.  The motion passed unanimously.

Danville BOS Meeting 01/05/09

The operating budget as of this date is $2,502,443.  The Budget Committee will hold a public hearing based on this amount. The final budget amount will be determined at the conclusion of the hearing.

There was a discussion of scheduled versus unscheduled maintenance.  RSA 40:13-9b defining a default budget was reviewed.  There was a discussion of replacing the fire department furnace and including this cost in the default budget.  Selectman Pouliot explained that the furnace in question is about 20 years old and has been repaired several times.  It was decided there is not enough information to support the expense of replacing the furnace as part of the default budget.  The Administrative Assistant will be asked to contact the facilities manager about scheduling an inspection this week from a furnace repairman.  The written estimate needs to be available for the Selectman’s review by the end of this week.  It was agreed that if the repairman finds that the furnace does need to be replaced, the cost will be added to the 2009 budget.

There was a discussion of maintenance for the front entrance to the town hall.  Selectman Luna said he cannot justify presenting to the voters the replacement cost for items that could have been maintained at a smaller expense.

The default budget for gb-430 was set at $10,818.  This includes $4,018 of required annual items, $200 for placing bars in front of the Town Hall stage windows, $4,000 for painting the exterior of the Town Hall, $600 for pressure washing, and $2,000 for contingency funds.  The bottom line for General Government Buildings-budget #4194.10 is $62,364.

Selectman Moore moved and Selectman Giordano seconded a motion to approve the 2009 fiscal year Default Budget as $2,444,295.  The motion passed unanimously.
