Tax Alert! The Conservation Commission is seeking a grant to buy property in town. Obviously, the ‘conserved’ land would be removed from the tax base. It was suggested a building on the site might be a good mu$eum for the Heritage Committion and a selectman wondered if this land could be used for a new police station. Watch this meeting again when your tax bill arrives next month. We need more tax payers not more government!

Interesting discussion of Patriotic Purposes budget. Apparently, these people are having trouble getting help taking down the flags after Memorial Day. Not much sympathy for vets among the BoS — habitual no shows on Memorial Day. The school soaked the vets for $120 to keep the bathrooms open for three hours on parade day. How soon some forget.
At 40:00 minutes, the health officer discusses Swine Flu for…I fell asleep. Cough into your elbow, wash your hands, get a shot.
At 57 minutes of the meeting, Dragon Mosquito begins speaking to the BoS about mosquito control. Sit through it just to hear the BoS say it isn’t the government’s job to save people, to hear a selectman be more concerned about the food chain than pets and people. “Ayah, more deaths by ca-ahs than ’skeeters, dontcha know. Ain’t no one killin’ tha ca-ahs, ah they?”

At 36 minutes into this meeting, the BoS discusses the mosquito problem. FINALLY, someone at town hall has figured out that what we are doing is ineffective. It’s unfortunate that the BoS is only open to spraying. Indiscriminate larvaciding in the spring and early summer would ELIMINATE the threat.
First order of business for 8/31 was a presentation on the obligations of elected officers. These people are paid a salary, set their own hours, and are accountable only to the voters. Not bad work, if you can get it. For the record, RSA 41:35 requires that the tax collector shall be at the usual place of business, or any other place, at least one day each month for at least 2 hours continuously for the transaction of tax business, which time and place shall be printed upon the tax bills sent out by the collector. Still, not bad for $40k/yr (Janie’s haul from 2008).

At 1:06:00 the BoS discusses a fine being levied against SAU 55 for lack of testing and maintenance for underground storage tanks at the elementary school. It was noted that the system’s leak monitor was alarm. The proposed fine is only $2000, but the health risk — on top of EEE and swine flu — is a bigger concern.
New health advisory NOT posted on the SAU website: Wear long sleaves and pants, cough into your sleeve, and don’t drink the water.
The BoS ‘clarifies’ Sandown Road Bridge project and funding anomalies with the town treasurer. First glimpse at 2010 budget process focuses on automatic raises for town employees. These are tier raised that are automatic unless denied by the department head. Tier raises are part of a three part salary action for 2010 which also includes cost of living raises and salary adjustments to bring salaries in line with communities with tax bases.
I guessed he was looking for a tax break or something. Turns out he just wants the BoS to know he has plans for our taxes. Enjoy!
Unemployment is in the double digits, people are suffering furloughs, and no one is getting raises — except Danville’s employees. Danville employees may be in line for THREE pay increases in the coming year. The first raise is awarded to employees who have achieved a service milestone. These just happen. The second raise is based on a salary review — the BoS is recommending these so that Danville remains competitive as an employer. It’s not clear to me if these will be part of the default budget. The third raise is a cost of living adjustment (social security pensioners have just had their COLA suspended). This will be buried in the recommended budget. Something to keep in mind as you try to wrap your unemployment check around your tax bill…and the only reason the rest of us need to disapprove the BoS recommended budget again.
